Mayor & City Council

The Mayor and City Council are the legislative body of the City. It is their responsibility to establish and amend city policies through the enactment of ordinances and resolutions.  In 1976 the Mayor and Council elected to establish the council-manager form of government which allows for a democratically elected Mayor and Council. A City Manager is appointed by the council and delegated authority and responsibility to ensure services are provided in a timely and cost effective manner, to prepare and implement an annual budget, and to manage the City of Bainbridge work force and the day-to-day operations of the city.

The Mayor and Council are elected on a non-partisan basis and serve staggered four-year terms resulting in a city election every two years. District A is represented by two members and District B is represented by three members. The Mayor and Councilperson for Seat 1 are elected on an at-large basis and represent the entire city.

Council meetings are held on the third Tuesday of each month at 6:30 p.m. and also on the first Tuesday of February, May, August, and November in the Council Chambers of City Hall. The public is invited and encouraged to attend.
The City Manager's Executive Assistant, Crystal Hines, also acts as the City Clerk. City Manager

Chris HobbyThe City Manager reports to the City Council and is responsible for the operation of city government. 

Chris Hobby is the City Manager of the City of Bainbridge.  Hobby has served in this role since January 2003. Prior to his appointment as City Manager, Chris served the city as Assistant City Manager coming to Bainbridge after a 5-year tenure as City Manager of the City of Colquitt.  Before beginning his career in local government administration Chris worked for the Wal-Mart corporation at stores in Georgia, Delaware and Maine.

 
Chris is a native of Milledgeville where he graduated from Georgia Military College Prep School and Georgia College and State University where he received his Bachelor of Science Degree in Political Science. After his time with Wal-Mart; Chris attended Kennesaw State University earning a Masters Degree in Public Administration.

 

Chris is married to the former Anne Smith of Sandersville and has two children Sarah and Michael.

The Bainbridge Leisure Services Department provides recreational opportunities for the citizens of Bainbridge and Decatur County.  The Leisure Services Department is also responsible for maintaining all the city's parks, cemeteries and green spaces, as well as operating the Bainbridge Marina.

The Bainbridge Public Safety Department is responsible for the protection of the lives and property of the citizens of Bainbridge and employs the public safety concept in fulfilling this responsibility. The public safety concept is the consolidation of police and fire, with the Director being both the Police Chief and the Fire Chief.  The public safety concept requires all members of the department to be cross-trained and cross-certified in police services as well as fire services.
 
Bainbridge Public Safety has two stations:
Headquarters - 510 East Louise Street
Station 1 - Spring Creek Road
 
Station 1 serves as a substation to Headquarters.  This means the station is manned 24 hours a day and citizens can file reports and have questions answered.

Public Services

The Public Services Division of the City of Bainbridge is made up of both the Public Works and Utilities Departments. 
 
The Public Works Department is responsible for constructing and maintaining city streets, trash collection, and maintenance of city buildings.  They also assist all other departments in the construction and maintenance of facilities.  The Utilities side of Public Services is responsible for maintaining all of the city's gas, sewer and water lines.
